I was there in March and regularly visited this beach and there is no actual building work taking place and hasn't been for some time. I was told by one of the locals that the developers have gone bust and the building work may continue if a buyer is found. It seemed in their opinion that it would take many months if not years. All the construction is safely zoned off and isn't on the beach anyway and doesn't affect access to the beach. I wouldn't worry about it. Hope that helps.

The nearest hotel to Batts Rocks is Waves Hotel part of the Elegant Resorts and there is Walmer Lodge APTs on the same road which leads to the beach.
