Hello Carolyn, yes water supply has been improved this year. The San Luis NWR receives CVPIA water supplies for its units. December through late February is usually the peak waterfowl use period. Areas such as the Souza Platform have good viewing for fly outs, often right at sunset large flocks of birds leave the sanctuary and head out into the Grasslands Ecological Area to feed overnight. Crane roosting varies but they are often visible from the Auto Tour Route early in the morning. Nearby Merced NWR and San Joaquin River NWR, located north or Modesto, also offer great viewing opportunities.
Where can I camp near the Refuge (if not in the refuge). There was a review from edwardkupa stating that he and a group "camp here every year" but I don't see any mention of camping on the website.
