Best spot is from up top looking over the city and view the Yellowstone river. Some nice walking trails and interesting points of history associated with the Rimrock
As you drive to Billings you are viewing the cliffs or Rimrocks. You can drive up to the top and view the city. Be sure to read the history of how and why they are there.

From downtown Billings to Swords park is a rise of 300 ft. From Rimrock Road and Zimmerman to Zimmerman park is a rise of 300 feet. However the start points and end points rise by 150 feet, so some say its 450 feet. There are second and third rims further out, so some claim 1400 feet. My answer: the sheer cliffs are about 150 feet and the approach to the cliffs is also about 150 feet, so the rims are 300 ft. Sacrifice cliff, east of the city, across the river, across the freeway, across the railway, on Coburn hill, is taller than the rims by about 50 ft
