You can try but it is highly unlikely you'll get in. I had to wait two weeks for a time and if you miss your appointment without good excuse, you're in their database of no-shows. Anyway, good luck.
Has anyone had the experience of successfully queueing for tickets on the day? If so, any tips on how early one should go (I think the counter opens at 8.40 but I assume people turn up earlier than that) and what kind of size of crowd one could expect?

Imperial Household Agency will change Katsura Imperial Villa’s visiting guideline from 1st November 2018 and will charge the entry fee, though the admission is free now. In September and October it is presumably crowded before it is charged. The distribution of the gate ticket for 3 afternoon tours of 13:30, 14:30 and 15:30 each 20 tickets will start from 11 am in front of the gate under first come first served basis. You’d better make queue a little bit earlier than usual before 11 am.
